Kazakhstan complies with obligations to curb re-export of dual-use goods to Russia, says Trade Minister

ASTANA:Kazakhstan’s Minister of Trade and Integration, Arman Shakkaliyev, confirmed  that the country is adhering to its commitments to reduce the re-export of dual-use goods to Russia.

During a Senate briefing, Shakkaliyev responded to a query about Kazakhstan’s efforts to halt the shipment of sanctioned goods to Russia. He stated, “Mr. O’Sullivan (EU Special Envoy for Sanctions) was satisfied with our actions regarding the implementation of our international obligations on export control.”I can affirm that Kazakhstan is currently fulfilling its obligations appropriately.”

When asked if there were companies circumventing sanctions to deliver goods to Russia, the minister assured that no such instances have occurred in the past six months.

In November 2023, EU Special Envoy for Sanctions, David O’Sullivan, noted that while Kazakhstan had significantly curtailed its re-export of dual-use goods to Russia, there was a surge in the exports of other commodities.

The European Commission created the role of EU International Special Envoy on Sanctions to maintain an ongoing high-level dialogue with third countries, aiming to prevent evasion or circumvention of the restrictive measures imposed on Russia since the onset of the conflict in Ukraine.

Since February 2022, the European Union has ratified 12 sanction packages against Russia. The USA, Great Britain, and other nations have also enforced their own sanctions on Russia.
