BISHKEK,Kyrgyzstan.August 28 /AKIpress/ – The Kyrgyz government is considering a ban on the dissemination of false information across media platforms, the Internet, and social networks. The Ministry of Culture has introduced proposed amendments to the Code of Offenses, which are now open for public discussion.
The proposed changes would add an article to the Code that specifically prohibits spreading false information via the media, websites, or social media platforms. The Ministry of Culture stated that the move is aimed at safeguarding public interests, protecting citizens’ rights and freedoms, and ensuring information security.
Officials argue that false information can incite panic, spread disinformation, provoke unrest, and disrupt public order. Examples cited include the potential for false reports of terrorist attacks or epidemics to lead to mass unrest, posing a threat to lives.
The Ministry also highlighted the impact of online disinformation on democratic processes, noting that it can manipulate public opinion, influence elections, and undermine trust in state institutions. Moreover, fraudulent schemes, such as fake charities or online stores, often rely on misleading information to deceive the public. The proposed legislation seeks to prevent such activities and protect consumers.
Furthermore, the bill addresses the use of false information as propaganda, particularly in the context of international conflicts. It aims to reduce the risk of information attacks and protect the integrity of Kyrgyzstan’s information space from external threats.
The draft legislation also suggests designating an authorised body within the mass media sector to handle the imposition and collection of fines from individuals who violate these regulations.
This proposal follows the Cabinet of Ministers’ recent establishment of the Centre for Research of the Information Environment under the Ministry of Culture, underscoring the government’s focus on combating disinformation.
