Upcoming constitutional referendum in Uzbekistan

The Legislative Chamber of Oliy Majlis/Parliament adopted the Law on the new version of Uzbekistan’s Constitution. The law will be voted on in a national referendum, which is scheduled for Sunday, April 30, 2023.

The number of articles in the Constitution of Uzbekistan is being increased from the current 128 to 155, and its norms from 275 to 434. Conceptual changes are being made to 91 of 128 articles. In general, 65% of the Constitution is being amended.

The number of senators to be reduced from 100 to 65. The President is required to consult with the Senate before appointing the Chairman of the SSS and the Prosecutor General. All members of the Supreme Council of Judges are elected by the Senate.

Constitution defines supreme goal of the state. Reportedly, a norm “providing human rights and freedoms is the highest goal of the state” shall be included in the Constitution.

For the time being, The Uzbek MPs are considering one question to be answered by citizens during the upcoming referendum: “Do you agree to accept the proposed draft law on the Constitution?” to which the voters are asked to make a “Yes” or “No” decision on a proposal.
