BRUSSELS, May 20(Correspondent LP) — In a strategic shift aimed at fostering Syria’s post-conflict recovery, the European Union announced the lifting of its economic sanctions on Syria while retaining targeted measures against the remnants of the Assad regime, human rights violators, and security threats. The decision reflects the EU’s phased approach to supporting Syria’s transition following the fall of President Bashar al-Assad’s government.

Phased approach to sanctions

The EU, a longtime supporter of the Syrian people during the 14-year conflict, had previously suspended select economic sanctions in February 2024. Today’s move fully removes these restrictions to aid Syria’s economic revival and promote national reconciliation. “This step offers Syrians a chance to rebuild an inclusive, pluralistic society free from foreign interference,” the EU Council stated.

Maintaining accountability measures

While economic sanctions are lifted, the EU will uphold sanctions tied to the Assad regime’s atrocities, including asset freezes and travel bans on individuals linked to human rights abuses. Restrictions on arms and dual-use technology—tools historically used for internal repression—remain in force. Additional targeted measures will address actors undermining stability or perpetuating violence.

Continued engagement and monitoring

The EU pledged ongoing collaboration with Syria’s transitional government to advance human rights, accountability, and democratic reforms. It will closely monitor ground developments, including progress toward justice for recent violence and the impact of sanctions relief. Upcoming Foreign Affairs Council meetings will assess next steps.

EU’s role in reconstruction

Reaffirming its commitment to Syria’s recovery, the EU vowed to lead reconstruction efforts aligned with on-the-ground progress. “Our focus remains on early recovery—rebuilding infrastructure, restoring services, and ensuring sustainable peace,” the Council emphasized.

Context and caution

The decision balances humanitarian priorities with caution. By maintaining pressure on regime loyalists and security threats, the EU seeks to prevent backsliding while empowering Syria’s transitional authorities. The move signals cautious optimism but underscores that lasting peace hinges on inclusive governance and accountability.
